From the editors "In parts of the world, there is a growing confluence between terrorist threats and great power conflict. Nowhere has this been clearer than in Africa, where a growing Russian presence under the auspices of counter terrorism is steadily pushing out western forces in an ever-expanding space. The danger for the longer term is that as counter terrorism becomes a proxy for conflict between great powers, attention on such security threats slips under the radar, leaving space for them to grow and multiply further."
